This study aims to develop teaching materials using the RME model to improve students' mathematical literacy in the material of whole numbers in grade V of SDN 054890 Tanjung Baru. This study is a development research (Research and Development) using the ADDIE development procedure consisting of 5 stages. The instrument used to collect data is a questionnaire given to several expert validators, namely expert validators of teaching materials, expert validators of materials, teacher responses and student responses. The validity score obtained from the expert validator of teaching materials is 91 with the category "Very Valid". The validity score obtained from the expert validator of materials is 95 with the category "Very Valid". The practicality score obtained from the Teacher's Response is 94.4 with the category "Very Practical". The practicality score obtained from the student's response is 100 with the category "Very Practical". The effectiveness score obtained from the implementation results is 80.71. From the assessment above, it can be said that the teaching materials using the RME model to improve the mathematical literacy skills of grade IV elementary school students that were developed are "Very Suitable" for use in the learning process.
