Tantangan Tata Kelola dan Inklusi Digital dalam Transformasi Digital Pelayanan Publik di Indonesia

Transformasi digital pelayanan publik di Indonesia berkembang melalui penguatan Sistem Pemerintahan Berbasis Elektronik, keterpaduan layanan digital nasional, dan agenda GovTech. Namun, kemajuan aplikasi, indeks SPBE, dan peringkat e-government belum otomatis menyelesaikan masalah tata kelola serta kesenjangan akses warga. Artikel ini bertujuan menyintesis literatur tentang tantangan tata kelola dan inklusi digital dalam transformasi digital pelayanan publik di Indonesia. Penelitian menggunakan kajian literatur integratif tanpa pengumpulan data lapangan. Sumber dianalisis dari artikel jurnal bereputasi, artikel nasional terakreditasi, buku mutakhir, regulasi, laporan pemerintah, dan statistik sekunder yang relevan. Sintesis dilakukan melalui pemetaan tema, matriks ekstraksi, dan pembacaan kritis terhadap hubungan antara digital governance, public value, collaborative governance, dan digital inclusion. Hasil kajian menunjukkan bahwa tantangan utama terletak pada fragmentasi aplikasi, interoperabilitas data, koordinasi lintas lembaga, keamanan dan privasi, kapasitas organisasi, literasi digital, aksesibilitas, keterjangkauan, serta kepercayaan pengguna. Artikel ini menegaskan bahwa transformasi digital pelayanan publik perlu ditempatkan sebagai reformasi tata kelola yang berorientasi pada nilai publik dan keadilan akses, bukan sekadar modernisasi teknologi.
