Penelitian ini bertujuan untuk memperkaya referensi akademik mengenai pengabdian masyarakat melalui kajian implementasi Total Quality Management (TQM) dalam meningkatkan efisiensi dan akuntabilitas keuangan layanan pendidikan dan sosial. Penelitian menggunakan metode tinjauan pustaka dengan pendekatan kualitatif deskriptif. Data diperoleh dari Google Scholar, ScienceDirect, dan berbagai sumber kredibel lainnya yang dipublikasikan pada periode 1991–2026. Pada tahap awal ditemukan 50 artikel yang relevan, kemudian setelah melalui proses seleksi berdasarkan kriteria inklusi dan eksklusi, sebanyak 31 artikel dipilih untuk dianalisis. Analisis data dilakukan melalui reduksi data, kategorisasi tema, sintesis literatur, dan interpretasi deskriptif. Hasil kajian menunjukkan bahwa TQM mampu meningkatkan kualitas layanan, efisiensi anggaran, akuntabilitas keuangan, dan efektivitas program melalui perbaikan berkelanjutan serta pengelolaan sumber daya yang sistematis. Namun, implementasinya masih menghadapi tantangan berupa keterbatasan kompetensi sumber daya manusia, lemahnya budaya mutu, dan belum optimalnya kolaborasi antar pemangku kepentingan.
